Fundamental Provisions
The City Hall of Prague address at Mariánské náměstí 2, 110 00 Praha 1 hereby issues the terms and conditions and a statement for the use of the Portal www.praha.eu (hereinafter referred to as ´the City´ and ´Terms and Conditions´).
The Portal is, for the purposes of these terms and conditions construed as the internet pages accessible from the address www.praha.eu (hereinafter referred to as ´the Portal´).
The owner and operator of the internet pages www.praha.eu which form the Portal is the City, which is, in compliance with the Act N. 121/2000 Coll., Copyright Act, eligible to exercise proprietary rights to these internet pages (hereinafter referred to as ´the Operator´). The content of the web pages www.praha.eu is copyright and it contains texts, pictures and graphics of some third parties which are used with their permission. The use contrary to legal regulations is prohibited. Should the users be interested in the reproduction or other use of any pictures/graphics appearing in these web pages, it is necessary to obtain the permission of the holder of copyright.
Rights and duties of the Operator and the users when using the Portal follow from these Terms and Conditions. The Terms and Conditions apply to all persons who visit the Portal (hereinafter referred to as ´Users´). The Users express their agreement with the Terms and Conditions by logging on at the web pages www.praha.eu.
Liability of the Operator
The Operator shall be liable for the actual content which he places and keeps at the disposal on the internet pages within the Portal. The Operator shall not be liable for any content from the outside to which he only provides access. Furthermore, the Operator shall not be liable for any content placed within the Portal from the outside which is not known to him or if it is technically impossible for the Operator to prevent its use. (See below – Third Parties)
Protection of Personal Data
The access into some sections or the use of some services of the Portal can be totally or partially conditioned from the side of the Operator. The Operator may require some personal data of the user, within the Act N. 101/2000 Coll. on protection of personal data, in order for the user to be able to access. The Operator binds himself to dispose of the data in compliance with legal regulations in force and to use it only to the extent necessary to fulfil the purpose for which the data is obtained. This must always be done in such a way to prevent any possible harm to the person concerned.
The City sometimes co-operates with third parties and in some cases it may be necessary to provide access to some of the personal data to these third parties. In case the City want to make the personal data accessible and the law requires the permission, the user will be asked to give such a consent, e.g. on entering into a contract.
Gathering Data and Information
In order to improve the content and usability of this website, the City automatically gathers several categories of information from users. This information includes the following:
- IP (Internet Protocol) address of a user’s Internet Service Provider and/or a user’s computer, if their computer has an IP address assigned directly to it.
- The apparent Fully Qualified Domain Name of a user’s Internet Service Provider and/or a user’s computer, if their computer has a domain name assigned directly to it.
- The type of browser (such as, for example Netscape, Internet Explorer, Opera, Conqueror, etc.) used and the operating system resident on a user’s computer.
- The date and time a user visited the site.
- The web pages accessed within the frame of the Portal, as well as any applications/forms that have been used and data regarding the forms.
- The Uniform Resource Locator (URL) of the sites which a user visited prior to www.praha.eu (if detectable), if the user did not connect directly to www.praha.eu, or use it as a homepage or Portal.
The City uses this information to identify site performance needs; to ensure compatibility with the technology used by www.praha.eu’s visitors, and to generally add and improve services offered on the Portal. Once a month, in order to accomplish those goals, the City, conducts statistical analysis of the data it gathers.
General data (other than personal) is gathered for the purpose of observing the usability, performance and effectiveness of the pages. These surveys serve for the improvement of services for clients and the improvement of the usability and content of the web pages.
Information Submitted to Portal www.praha.eu
During a session on the Portal, a user may affirmatively submit information to the City by, among other means, electronic mail (e-mail), by filling in and submitting an on-line form, or by electing to personalize praha.eu and use it as a customized portal.
Such affirmatively submitted information is stored in a secure environment, and will be used by the City when performing its duties and/or obligations to its citizens.
The purposes to which affirmatively submitted information may be put include, but are not limited to, the following:
- Helping to respond to a request for information not readily available from www.praha.eu
- Investigating a problem reported to the City via www.praha.eu
- Keeping lists of parties interested in some particular issue or facet of the City of Prague´s life if the City anticipates issuing further information about these issues in the future.
- Disclosure of such information pursuant to a request made under freedom of information law or court order, if such information is not protected by state law.
The City shall not gather any data for commercial or marketing purposes. The City shall not sell or rent any personal data of the users (i.e. name, telephone number, e-mail, etc. which identify the user as a specific person) to a third party nor shall the City exchange the data with a third party without getting an explicit consent of the user.
The City does not disclose credit card or other personally identifiable financial information other than as necessary to complete a credit card or other financial transaction, or upon explicit permission from the applicable user. All such use by the City of financial information follows the guidelines on procedures at financial issues.
If a user of the Portal has chosen to receive further information from the City, the Portal will only send information in categories that have been authorized. If the Portal sends electronic mail (e-mail) to a user, such e-mail is NOT confidential, and is identical in nature to that information generally available to the public and news media.
Security
The information which is protected by special legal regulations (e.g. personal and operating data of the user) is accessible to the user of our portal only after previous identification and authentication by means of logging-in data.
In such instances, a user has the opportunity to receive or create a password to access or submit personally identifiable information. One should not divulge a password to anyone, and the City will never ask a user for a password in a telephone call, fax, e-mail or other form of unsolicited communication. When a user is finished with an application or applications that are password protected, he must exit the relevant page(s). If the browser used to access these password protected pages is a publicly-accessible browser, users should close down the entire session and, if applicable or possible, flush any temporary caches or other areas where such a password might be stored subsequent to use.
Cookies
This website and www.praha.eu generally, does not use "persistent cookies."
“Cookies” are text files, or entries in larger files, utilized to distinguish between visitors to a website, and to track information during multiple visits to a website. The City uses "temporary cookies" on some parts of the Portal, and such temporary cookies expire upon the end of the browsing session. If a user registers to use the Portal as a customized portal, the City uses a persistent cookie to facilitate such customization.
The use of cookies is a standard practice among Internet websites. Most Internet web browsers accept cookies automatically, but by setting browser’s preferences you may refuse cookies or you may accept selectively only some of them. However, rejecting or removing cookies may lead to loss of functionality of some www.praha.eu pages and some web pages, in such a case, may not be displayed correctly.
Web Bugs (Web Beacons)
The City does not use web bugs on its web pages or in any html e-mail generated by use of the Portal, or otherwise sent from www.praha.eu, for any purpose other than to identify site performance needs; to ensure compatibility with the technology used by the Portal’s visitors, and to generally add and improve services offered on the Portal.
A Web Bug is a graphics in the size of one pixel, also called “clear GIF”. Web Bugs can recognize certain types of information on a visitor's computer, such as a visitor’s cookie number, time and date of a page view, and a description of the page where the Web Bug is placed. You may render some Web Bugs unusable by rejecting their associated cookies.
Children
No applications on the Portal specifically solicit information from minors or seek to determine whether the visitor is a minor. Consequently, because such information will not be specifically identified as being from minors, users of the Portal must be aware that personally identifiable information submitted to the Portal by minors will be subject to being treated in the same manner as information given by an adult.
The City strongly believes that parental supervision is an important factor in Internet use by minors. Therefore, the City asks parents to guide their minor children when children are asked to provide any personal information online. The City further requires that children ask for and receive their parent’s permission before submitting any information online.
Third Party Links
As a convenience to you, the Portal may provide links to web sites operated by entities other than the Portal (Linked Sites). If you use a Linked Site, you will leave the Portal. The Linked Sites are not under the control of the City. The City makes no warranty or representation regarding these, and does not endorse or is not responsible for, any Linked Site or the information appearing thereon. These Conditions and this Privacy Statement do not apply to personal information provided to unrelated third parties. Before providing your personal information, we strongly recommend that you read the principles of privacy protection of the relevant organization. Some other organizations may decide to share personal data with the City; this sharing follows the principles of privacy protection of the relevant company.
The Portal www.praha.eu may change this policy from time to time, and reserves the right to do so without notice.
